National Health Seminar (5th – 9th September, 2022)

National Health Seminar on establishing the Federal Health System was successfully held in Myanmar

To celebrate the first anniversary of the National Health Committee – Myanmar (NHC), that was formed by the concerted effort of National Unity Consultative Council (NUCC), Joint Coordination Committee – Health (JCC – Health), National Health Committee (NHC) and Ministry of Health, National Unity Government of Myanmar (NUG), a National Health Seminar on establishing the Federal Health System was successfully held from 5th September 2022 to 9th September 2022. The opening ceremony was held on-line on 5th September 2022 at 12 mid-day.

The opening ceremony was attended by Duwa Lashi La, the acting president of National Unity Government of Myanmar (NUG) where he made an opening address. Following which, Mahn Winn Khaing Thann, the prime minister of NUG, U Aung Kyi Nyunt, the chairman of Committee Representing Pyidaungsu Hluttaw – CRPH, Khun Myint Htun, a member of NUCC and the chairman of Pa-O National Federal Council -PNFC (PNFC), Khu Oo Reh, the chairman of Karenni National Progressive Party (KNPP), Padoh Saw Diamond Khin, representative of 𝗞𝗮𝗿𝗲𝗻 𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗨𝗻𝗶𝗼𝗻 (KNU) and the head of the Karen Department of Health and Welfare (KDHW), Salai Isaac Khen, executive member of Interim Chin National Consultative Council – ICNCC, Nai Suwunna, the president of Mon State Interim Coordination Committee (MSICC) and the union minister for Ministry of Labour – National Unity Government of Myanmar (NUG), Dr. Cynthia Maung, the chairman of COVID-19 Task Force (CTF), Padoh Mahn Mahn, the chairman of NHC, and Dr. Zaw Wai Soe, the deputy chairman (1) of NHC and the union minister for Ministry of Health, National Unity Government of Myanmar and Ministry of Education, National Unity Government of Myanmar (NUG) all addressed at the opening ceremony. A total of one hundred and seventy-four guests attended the Opening ceremony.

Five health topics were discussed under the following headings:

1. Health Policies

2. Human Resources for Health

3. Universal Health Coverage (UHC)

4. Current Challenges on Health Systems

5. Occupational Safety and Health

Twenty-one papers were submitted and read during the five-day seminar. Out of these papers submitted, after discussions and considerations, 106 points were raised for further discussions emerged in relation to the following healthcare categories:

● Policies linked to the Federal Health System

● Fields of operation essential to healthcare

● Roles of various organizations that will collaborate to achieve Universal Health Coverage (UHC)

● A public health system that will incorporate all rural areas including areas with difficult/limited access

● Procedures to be developed for occupational safety and protection measures and benefits for healthcare workers, other employees and workers.

After discussions and consultations on these points, ratifications and endorsements were made by academics and representatives of organizations.

The closing ceremony of the National Health Seminar was then held on 9th September 2022 at 4:00 pm. The ceremony successfully ended with closing speeches from Dr. Khin Maung Lwin, the chairman of Federal Health Professional Council – Myanmar representing the JCC – Health, Padoh Mahn Mahn, the chairman of NHC, and Dr Zaw Wai Soe, the deputy chairman (1) of NHC and the union minister for Ministry of Health and Ministry of Education, NUG.

During the five-day seminar, it was attended by representatives from CRPH, NUCC, JCC – Health, NHC, Ministry of Health and other ministries of NUG, Ethnic Health Organizations (EHOs), National and International Organizations, medical students, students from allied medical specialties, healthcare academics and other invited guests. About 160 people took part daily at the seminar.
